Pre-Removal Risk Assessment

If you are the subject of a removal process from Canada, you may be eligible to apply for a Pre-Removal Risk Assessment (PRRA). A PRRA is a written application providing the person to be removed from Canada an opportunity to substantiate with full clarity his/her compelling reasons why he/she cannot go back to his/her country. This compelling reasons must be supported by authentic documents.

A person’s eligibility for a Pre-Removal Risk Assessment depends on several factors, such as:

  • If you are the subject of a removal order;
  • If you have made a refugee claim;
  • It has been a long time since your refugee claim was denied; and/or
  • If you are already the subject of another refugee claim in another country which has an existing information sharing agreement with Canada.

The removal order will be temporarily stayed pending the decision of your first Pre-Removal Risk Assessment application, provided that you have strictly observed the rules under the law. This has the effect of allowing you to stay within the territory of Canada until a decision has been reached.
